How to offer services?? - FOR ZEN-CART FORUM HOSTS

I was wondering how I would be able to offer people a chance to get a quote for me, because most users have pm and email block so that the only way that I can tell them about it is by posting, yet everytime I do I get in trouble for advertising I just want to offer my services and tell them how to get a quote, I tried listing it directly, I tried putting a link - Nepton Web Design and yet everytime I get in trouble I was just wondering how I would be able to offer my services with out "advertising" or "posting so called ads" when they will not accept pm or email, but would like services.

First you should not be contacting folks unless you are INVITED to contact them.

Second, we have rules and policies- follow them.
