Image handler 4 offers something similar, though seems you had difficulty installing it last time. It's most likely a javascript based action so if the site has a lot of existing javascript there may be some conflict with which to contend.

There are also commercial product that can be found using an Internet search.

Wheelzoom by Jack Moore is a simple one to install.. also works will in colorbox. Works based on the img tag. He also has another that would be a bit more involved to install. I use it on my site and call it at the same time colorbox is called so it only works within colorbox and not on images I don't need zoomed in on.
