The problem is exactly what it says ... Zen Cart cannot log in to your database in order to display your store.
It "used to" generate a "0 ERROR_DB_NOT_CONNECTED" message. Now it does the more friendly page instead.
The database-settings in your /includes/configure.php file somehow don't match what your server requires, or your database system is "down", in which case you should contact your webhost tech support..
