I want to make it so my customers have to have a minimum order amount before proceeding to the check-out area.
Is it possible to set this up?

There was a minimum order amount module for earlier versions of the cart. A copy of it is attached to this post. You'd need to change how the templates are modified to suit v1.3 though.
