Shipping trouble...

I need to charge a flat rate for any shipping outside the US on one particular item. I have set up a test account with an address in Turkey, added Turkey to the Outside the US zone, enabled the Free Shipping Options for that zone with a shipping charge of $2.50. When I do the test order, the free shipping shows up as free with a charge of 0.00 instead of $2.50. What am I doing wrong?

Unfortunately ... there is are a couple of errors in that file and it is being updated for the next release ...
