You could ... but why would you want to? JMHO the more user friendly options you have the better off you are. ( and personally - I don't like html email)

Just something I found out when playing with my newsletters, receipts, etc.
the html version is alot nicer and found the text version to be somewhat uncomprehendable.

If not the above option, then how would one make it select HTML as the default value?
I'm finding most of my customers leave it as text, i assume because it's the default value and hence my newsletters look absolutely horrendous
