Flat rate shipping & Paypal question

I've been working on my shop set up for a few days now and I'm finally to the point to set up everything else. I only want to use Paypal and I only want flat rate shipping options. I do, however, want to give options for shipping internationally and don't see how I can do that. So here are my two problems:

I have gone through all of the basic Paypal steps and it still says processing. I'm not sure why that is.

For my shipping rates I want 4.05 for 1-2 skeins of yarn and anything above that 8.10. Then if it's international the charge would be 7.50. Is this possible to set up?

I've been trying to go throug the steps to buy one product I put up and it just keeps me at the registration page so obviously something's not right.

Any help would be appreciated.

I've jsut had a look at your store, and all of your items are currently sold out - so I can't test your shipping methods.

With regard to your shipping methods, you need to set up a table rate for the US, and for all other countries, set up a table rate.

Hope you've got this fixed anyhow.

Oh sorry. All I did was set up zone rates. I did one for the US, CA and a few other countries where I know I have customers. I did that table ratio thing where I did it by price
25:4.05, 50:4:05, 75:8.10

All of my items are 25.00 so it was easy to just set it so that 2 skeins of yarn would still be 4.05 for priority shipping but 3 skeins would be a flat rate box at 8.10.

Does that make sense?

Then for CA it's 7.50.

IT's been working so I guess I did it right!
