Gab Between Header & Navigation Tab Catagories + Gap on footer

I am using zencart 3.01
website:

There is a gap between my header, navigation tab catagories and body. I want the navigation tab catagories (the things that say " * Beginner Stunt Kites * Elite / Advanced Stunt Kites * Foil Stunt Kites * Low Wind Stunt Kites * Revolution nd Quad Line Kites * Spare Prism Parts * Stunt Kite Accessories) not to have that grey line gap through it. It should be infront of the body background image.

I have the same problem with my footer text. I would like the text at the bottom to be part of the footer rather than having a large gap of grey.

Any comments?

I added:
#navCatTabs ul {
background-image: url(../images/hatch_bg.gif);
}

-The image made the navcattabs flow with the body of my webpage.

Do you know how I would do the same thing to the footer section . . . ie. the part that is:
