Custom Navigation Header

Can someone pleae help me figure out which file i edit to add a custom naviation bar like the one above here at zen-cart.com. I've looked through the faq'a and couldn't find anything, if i'm missing something please send me the link to it otherwise if someone can walk me through the process i'd be greatful.

The Zen Cart nav bar is a table with each cell containing a link and styled by CSS. The table is most likely generated by or inserted into templates/TEMPLATE_NAME/common/tpl_header.php

Kurio is half right The header on the forum is made using tables. The same header on the main section (powered by Zen Cart) is XHTML and CSS.
