Found the answer - stupid, as usual! I didn't realize there was a 255 character limit for each zone, and tried to stick all the ISO codes for the rest of the world into Zone 2. Not only is that dumb because of the different shipping costs between, say, Great Britain and Japan, but also there were non-valid codes in there such as NATO.
I would suggest you double check the ISO codes, too. Great Britain was listed as UK from the list I got online, when it should have been GB and wasn't recognized until I changed it. Of course, that was the country I tried to test it with (after the US), so it complicated it for me. BTW - screwing up Zone 2 must have messed up the programs ability to use Zone 1, because after I pared down Zone 2 everything worked fine. Also, I used lower case instead of upper case on Zone 2, which isn't right either.
