Table rate incorrect

My table rate has been set according to the cost of royal mail standard parcels, but when you estimate the shipping cost, its much higher than the rate it should be

I have tried the following after browsing previous threads:
1) adjusted tare settings (they are both on 0:0 at the moment)
2) Reduced maximum package weight
3) tried setting the table in botgh grams and kilograms - no difference

Example : the product called BAIT TEST is 1kg in weight - therefore shipping shound be £4.00 - however when you get to the checkout it is £5.00

Also when you enter more than 1 of a product the shipping cost stays the same

I have searched high and low on this forum to no avail

What do you have set for the tare in the Admin> Configuration> Shipping and Packaging?

the tare is currently set to 0:0 for both large and small packages
