That's what I am thinking..I have no idea what to do. Just spent (And paid for) an hour on the phone with paypal just so they could tell me to call back monday when tech services is available....

Ask your hosts if they've run any upgrades to their servers recently.

They recently upgraded their firewall. After 3 days of back and forth I just suggested that they temporarily disable it and guess what? It worked...So they put it back up and they claim to have 'tweaked' it and when I tested it again, no dice. Progress at least...

Very sad that it took me suggesting they disable the firewall for them to try that since I know next to nothing about this stuff.

I think that a combination of my suggestion that you ask them if they have performed any upgrades recently, and Merlins' that you check what ports they have open has given you your answer. They tinkered with the firewall, probably affecting which ports are used, the result - your site doesn't work properly.

However, since paypal should only be using port 80 or 443, the issue is likely a block against certain IP address ranges.

Their firewall software logs should be able to reveal incoming requests for your ipn_main_handler.php
