Using UPS From an international Origin

I have a friend who lives in an eastern European country that wants to use UPS to handle his shipping. Perhaps my question has been answered previously but I can't seem to find it. Can zencart be set up to check UPS rates from the country of origin and not just the US?

I also have this problem. Is there any code need to change to allow us to use UPS module from our origin? Please help. Thanks.
