    Sub-zone need for flat rate to show up in shipping estimator?

    I have flat rate shipping for the store zone, Sweden. If I define a sub-zone in Sweden, the shipping estimator gives me an option to select the sub-zone under State/Province (which I must do to get the flat rate to show as an option - zone rates do not apply to the store zone).

    If I delete the sub-zone, the shipping estimator does not give me the flat rate shipping option at all even for the store country.

    Question: is it correct that for flat rate to work in the shipping estimator, one must both have a tax zone definition and in it a sub-zone? I can not only use a country as a "zone", without a sub-zone, even though the 'zones' shipping module is referencing the 'zone definition' (and not the sub-zone) in the dropdown?

    - or is it better to scrap the flat rate and do it all with "zones"?

    - one zone for Sweden, and one for the rest of EU (where we ship)? Can I get the shipping estimator to always show up with the same tax included, without having to select a zone to have the tax rate added?

    Decided to go with one zone only, and do zone shipping by countries only. Still can't get the shipping estimator to always show shipping with tax (except at checkout where its OK).

    Changed to taxes by Shipping everywhere, and that did the trick. I misunderstood taxes by Store. Sorry about the monologue...
