CSS Flyout Category Menu - Enable

I've 'installed' the latest version of the CSS Flyout Category Menu, so I've got the files in the right place. However in step 3 of the readme file it says "enable the new categories_css sidebox" from Admin->Tools->Layout Boxes Controller.

I don't see that option in there, how do I enable it?
