It's hard getting Windows help in a loonix crowd, so I'll do my best for you.

I installed ZC1302 for the first time on Webhost4life on Server 2003/IIS6 and it went flawlessly.

If you haven't got your own control panel with full file management, then write to your host and have them set permissions on these files:

(your site) /admin/includes/configure.php
(your site) /includes/configure.php

to:

Read Only

for these users:

IUSR_xxxxx
Everyone

Where xxxxx is usually your account name

If you need the files to be writable again for some reason, have them set the permission to (read/write/execute):

RWX

Those are the Windows permissions names for all the chmodxxx stuff.

Note: Whilst there's no need to switch to Linux/Apache, I would still advise getting a hosting account with a full control panel. Webhosts are so cheap these days. The one I use is cheap and has all the right facilities.
