Yes, unfortunately. Your host is using this really old two-folder system - most often this means that the control panel being used is Plesk.
However, you can try to get them to symbolically link the httpsdocs folder to the httpdocs folder, and this would remove the need to have a duplicate file set.
Unfortunately some hosts want you to have to use the two-foder system - because it doubles the amount of webspace you are using for no good reason. This gives them the chance to offer you an upgrade for additional web hosting space.
