Once the includes/configure.php and admin/includes/configure.php file has been successfully created after a fresh installation of Zen-Cart, you may set these two files to CHMOD 644.

I don't like contradicting The Oracle, but on an Apache (Unix or Linux Operating System) install they should be set to 444 or 400 - 644 will get you a warning message that the file is writeable.

I beg to differ. I am currently running Zen-Cart under Apache with Linux interface as both my configuration files are set to CHMOD 644 and no warning messages are showing up.
However, if it is the case for some users - then it would be wise to decrease the permission level from cPanel rather than FTP access (due to some hosting service who does not allow this type of permission levels from FTP for an unknown reason).
I set the permissions on the includes/configure.php to 444 because I tried setting it to 644, 744, and 755 and none of them worked. I kept getting this same message:
Warning: I am able to write to the configuration file: /home/content/j/f/u/jfullermkk/html/includes/configure.php. This is a potential security risk - please set the right user permissions on this file.
I've changed the admin/includes/configure.php permission to 644.
If you saw the warning message under CHMOD 644, then - in that case - it would be more secure to set both files under CHMOD 444.
