Missing Modules as an option

ok, perhaps i am dumb... nope, that's not possible ;) When in the admin control panel, I have lost access to the modules option.
any ideas?

Ok... I inherited this ZEN Cart site and struggling with some things, so I took the time to do a fresh install. On the new installation the index.php is showing the modules (shipping and the other ones) if i use the same url syntax on the existing one, it works like a charm. But how do I access the /admin/index.php to display the correct / needed items?
