Cookie use problems

Hello,
I set Configuration | Sessions | Force Cookie Use to True.

Now I receive this message when clicking "Add to Cart" from an external page:
Cookie Usage
"We have detected that your browser does not support cookies, or cookies have been disabled."

Internet Explorer 6, set to accept all cookies, updates are current.

How do I resolve this issue? Do I need to modify the cookie generation?

Are you going to be using SSL or have customers that use AOL? I would not recommend forcing cookies.
