sorry, this is a re-install on a local box running IIS 5.1. Prev. version full removed before starting.
unziped files. Setup a virtual directory. Created the confgure.php files in the dirs using the dist-configure.php files. Set the permission on the files to read, write ,execute.
ran install
Problem still exists.

How exactly did you set the permissions to read/write/execute?
You need to specifically set those permissions for the "Internet Guest Account" user, whose name is IUSR_XXXXXXXXXXXX where XXXXXXXXXX is the name of your server..

One would not generally make changes to the configure files in a clean install before running zc_install.
Load all the 1.3.0.2 full fileset files to the virtual directory and run http://localhost/virtualdirectory/zc_install and see if that doesn't work.A little help with colors.
