I see what are probably the 5 defaults:
Product - General
Product - Music
Document - General
Document - Product
Product - Free Shipping
Have you tried backing up your /admin and just reloading all of the files to see if something is bad or corrupt?
I don't know if you have a bad database of categories and products or what ...
You say you are timing out on trying to add a New Category ... this doesn't make a great deal of sense ...

Well, I fixed it. Still not sure exactly what the problem was. I ended up creating a new installation of zencart, exporting just the structure code from it's categories table, importing that structure to my store database, and then throwing the data back into it.
I can now create a category.
