How do I set 2 flat shipping rates to 2 different zone?

What are your settings in the Configuration ... Shipping/Packaging ...

You already have errors in your cloned Flat Rate shipping modules that you made ...

All of the replacements need to be done properly when cloing ...

To make Flat Rate flat to USA Flat Rate flatusa ... you need to replace all occurances, case sensative, as:
flat flatusa
FLAT FLATUSA

you appear to have replaced all instances of;
flat
FLAT

as only:
flatusa

and this is breaking the code ...

You need to be replacing:
flat with flatusa
FLAT with FLATUSA

The same holds true for your other Flat Clone ...

You also appear to have other Shipping modules installed ... are those actually being used or do you have them set to Enable false ...

If you are not actually using them, then click on them then click on REMOVE ...

After you fix the clones of Flat Rate flat shipping module, see if it starts working correctly ...

Okay, I have removed all shipping options except the two that I need.

I found 2 instances each in the small flatusa/flatworld files in the languages folder that I have corrected. Uploaded, checked, the same message that no shippin is possible in your region.

Sorry for being a nuisance, I'm at the end of my wits.

It looks like the shipping modules work fine now, thanks to your patient assistance.

There are two, hopefully minor things, though:

I had set MS as the shipping state with a 7% sales tax applied but the cart charges sales tax outside of MS too. I'm sure I screwed that one up.

Another thing is a message that "The merchant login ID or password is invalid or the account is inactive", which is probably because authorize.net is in test mode, right?

Check the Zone Details on the Tax Rate and make sure that you set

Country: United States
Zone: Mississippi
