Dropdown in Option Name

I have 2 attributes I am using and have selected dropdown for both. All that happens on the product page is 2 selected radio buttons appear instead of a dropdown with the 2 attributes. I can't figure out why this is happening.

When you have a Option Name as a Option Type: Dropdown ... and only have 1 Option Value ... these automatically revert to single, selected Radio Buttons ...

As soon as you add the next Option Value ... it will automatically revert to the Dropdown ...

Thanks I saw that in another post, but I had made two Option Names with one value each instead of one Option name with 2 values.
