I understand that I can discount products using ranges... however, can I make it so that... if a customer buys one product, they pay $4 and for each additional product after that, it's $3? For example, two products would end up costing $7.

Not at this time ...
The Discount Qty prices are how much to charge per unit ...
The per unit charge is not scaled where unit 1 is $4.00 then unit 2 is $3.00 etc.
You can do the unit 1 is $4.00 and then set the unit charge based on the actual quantity ...
