Go to the Shipping/Packaging ...
Tell it that the 0 weight does not mean Free Shipping ...
Otherwise, you need to install the Free Shipping freeshipper module for handling when 0 weight means Free Shipping ...

NOTE: on the Free Shipping products ... you need to install Free Shipping freeshipper for the Always Free Shipping products for when they are the only thing in the cart ...
Also, at this time, until the next release coming any time ... the table by price has some issues on Free Shipping products depending on how you are set up and may try to charge for Virtual Products and Downloads ...
