how to set yp shipping discount? For example, 5 for the first item, and 2 for the second. Just like that on ebay? how to do that?

For example, one customer buys two dvds at one time. The total price is 10, and the shipping is 10, that's 5 for each. But acutally he need to only pay 7 for the shipping, meaning 5 for the first one, and 2 for the second. It is shipping discount. I tried several ways to set up in the shipping module in vain.
