change how home page displays

Hello,
I want to change how my 'home' page displays depending on whether or not I have a sale going on. Currently, the logo (which I have significantly downsized until I can figure this out) displays at the top of the main page and the specials below. I would like the specials to appear above the logo. This should be what people see first. Can anyone tell me which page(s) to modify? You can see what I mean at www.photoimprints.com

You will have to locate the file & code that displays the specials listing...thihs should have BOF & EOF tags with the conditionals to not display if there is no specials current.. might have to add this.

This code needs to be placed in the correct location in your header.php file most probably between the Nav and the branding code.
