under $50.00 choice of

You could use the Free Shipping Options freeoptions to manage the Free Shipping for the total < 50.00
This would then only show when that was true ...
Then use Table for the 4.00 when < 50.00 ...
Then use the Order Totals ... Shipping ... and set the Free Shipping for 50.00
