Free Shipping with 2 Zones?

USA Shipping:
I have ZenCart set up with free shipping over $30.00
I have flat rate set up for $7.00 under $30.00
I only ship FedEx for USA

APO FPO Shipping:
I ship USPS Priority Mail only
As above I want free shipping over $30.00
Under $30.00 I want to have USPS Priority Mail only


If I have two zones set up with USA and APO/FPO I can direct each to the specific shipping I want. But I am unable to have both zones set up for free shipping over $30.00.

Has anyone figured out this specific or similar problem.

Finally figured it out:

FedEx Shipping to USA Zone
USPS Shipping to APO/FPO Zone
Free Shipping to New Zone with both USA and APO/FPO

It still displays the flat rate when the amount is above $30.00 but free shipping is checked and first on the list.
