I got it to work-
I changed the "Basis of Product Tax" to "Shipping" instead of "Store"
When it was on "Store" it only added tax to customers in GA- since, "if Billing/Shipping Zone equals Store zone"
I'm sure there would have been another/better way to do this but right now I'm just happy it's working.

That's why "Shipping" is set as the default
