Zone rates as states?

Hi,

I am trying to configure shipping rates based on state in the US instead of zones for different countries. Is there a module that can do this or is it possible to modify another module to have 2 options?

Basically what I am trying to do is have 1 shipping rate for in state purchases and another rate for out of state and out of country purchases. I was trying different shipping modules and couldn't find one that could just configure 2 different flat rates. Seems very simple so maybe I have overlooked something..

I need this also,

I want to use UPS for orders under 72lbs but they sell some heavy stuff that will go freight and I need to set up zones for 4 regions in the US based on time lines.

Eastern Zone $150
Central Zone $200
etc...

Searched high and low and found ZipShip mod. Can't seem to find a working demo though. Same story with MZMT mod by dreamscape. Anyone know where there might be a working implementation of a state-based zoned shipping Zen-Cart?

Quebec
Ontario
Rest of Canada
