Zone shipping rates for the U.S. and Canada calculate properly, but any other country, for instance, the U.K., generates the message:
"Zone Rates (No shipping available to the selected country)"
in the shipping estimate portion of the shopping cart, even though "BR" (United Kingdom) is specified as being in zone 3. The message "No shipping available to the selected country" appears in check-out. I also tested Mexico (MX) and Poland (PL) and get the same result.
Zone 1 is US, zone 2 is CA, and zone 3 is everywhere else, which I have limited to AT, BE, DK, FR, DE, IE, IL, IT, MX, NL, NO, PT, ES, SE, CH, GB, AU, PL, JP, SG, CN, TW, NZ, KR, IN, HK, BR and CL. (I haven't dumped the countries not included in any zone from the drop-down list yet, but I don't think that's an issue in this problem.)
I also noticed that when opening a new account, if Canada is selected, the drop-down list of U.S. states doesn't change to Canadian provinces (It does in admin if the customer record is being edited.) The same thing is basically true for all other non-U.S. countries, that is, the drop-down list of U.S. states is still displayed and is still a required field.

Anyone got any ideas what is going on with zone 3?
