Shipping Table Rate

I'm confused... maybe I'm not understanding the funtion of the table correctly. Please help!

I want shipping to be calculated based on total order weight. I thought I set it up correctly, but I had a 1 lb order return $8 for shipping when it should only be $3.

I set up the Table Rate with this info:

What are your tare settings in Admin->Configuration->Shipping/Packaging ?
Chances are it's adding tare weight to your quotes and pushing it up unexpectedly.
