Country rates?

Can anyone tell me how to setup with modul shipping on Zencart?

You can probably use the Zone shipping module for this ...

Before installing, you should edit the file:
/includes/modules/shipping/zones.php

and read the instructions on how to configure the number of Zones you want to have ...

The default is 3 ... you can change that in that file to however many separate Zones you need ...
