Is there a way to charge free shipping if the price of an itme is $0?

Here is my situation:

1. cost of an itme is $100
2. customer has coupon for $100
3. I want them to get free shipping, but everyone else who would buy the item at regular price should pay regular shipping prices

So...my question...how to get zencart to charge $0 shipping if price is $0 and not messup my regular shipping costs.

At this time, Coupons can be for an amount or a percentage or free shipping but not for a combination of these ...
