Address Detail Extra Box?

I just upgraded to 1.3.5 and everything looks good except for this additional box in address detail next to State/Province drop down. I did have the mod State Selector installed when I upgraded but I removed all relevant files from that mod. As you can see in the screen capture below the box is also greyed out.

Anyone have an idea where this box is coming from and how can I remove it or is it part of the new state/province selector?

Nope- that is not part of the stock install.

Actually I think this may be a feature...

I did some testing:
I only have one country set up, so I set up Canada without cities. I can choose Canada and that box becomes active. You can then add the State/Province manually and the cart will accept it.

Looks like a work around to be able to add unknown or not set up country/additional address info??

Anyone else know if this is true.
