I have a similar problem, as my default "State - Always display as pulldown?" is set to false in my 'Customer Details - Config', When I try to log in, and create a valid address, the pulldown menu displays after i select a country, and I need to select a state. Then when I submit, it still wants me to include at least 2 characters in my state. I set this to 0 in config, and then it still wants me to put in 0 characters, but does not let me create an account.
