    How can I force my clients to accept the terms & conditions at the checkout stage?

    Look in Admin/Configuration/Regulations. Set Confirm Terms and Conditions During Checkout Procedure to true.

    In your browser go to admin-> configuration -> regulations and turn i on

    Open your Admin> Tools> Define Pages Editor and change them to your heart's content.
