Hi, I am configuring a store based in NY and I need to apply an 8.38% sales tax to all local sales. Unfortunately, I can't seem to do this.

I have a tax rate of 8.83% for tax class "Taxable Goods" and zone "NY". NY is defined as country "United State" and zone "New York". All of our products are in the "Taxable Goods" class.

What am I fogetting? My user account has a shipping and billing address in NY.
