Everytime I set the Permission to 444 they keep reverting back to 644 on my Configure.php file, can anyone tell me what I am doing wrong???

Your host has you blocked from setting permissions that low
644 should be just fineZen cart PCI compliant Hosting

login to your control panel and use the file manager to set the permissions
