I am having the same issue.
I am using the same version of zencart 1.3.9.
When I follow the link from the USPS page to the new site and log in my customer data is not auto-filling. If I leave that new page logged in, and hit the USPS button it does not recognize that I am logged in and opens a second link with the same origanl page of the rederect message from USPS.
