Hi, I am having the same sort of problem.
I am only using PayPal as payment proccessor and actual procceesing works fine,
I also have some free articles for downloading, this is where the problem begins.
Sorry, we are not accepting payments from your region at this time.
Please contact us for alternate arrangements.
At the moment I am in the Philippines, I also work out of Sweden, this is whre my PayPal is registered, is it possible that ZenCart detects the IP address, and conflicts somehow whith the PayPal Module.
All my atributes seem correct, I had no problems in earlier versions of ZenCart.
I have an agreement checkbox installed, when I reach the page and get the error above, and now check the agreement box, the try checkout again, then the page for downloading appears, downloads work fine after that.
I'm sure I am missing something in this latest version, can someone point me in the right direction.

You have a zone tied to your paypal module, restricting its use to customers residing in that zone.
The reason you're getting the "no methods for your region" message is that you have not configured any other payment methods for use outside the zone you used to restrict paypal.
So, either remove the restriction in your zen cart settings for paypal, or create another zone and add it to another payment method for non-paypal customers to use. Or just add another payment method, without zone restrictions, and "everyone" can use that method for payment if they desire. That means some will have both that option and paypal; but others will have only the other method.

I have no zones tied to my paypal module so I dont think thats the problem.. I have uninstalled and reinstalled all modules along with clearing my temp. files for IE and checking the page with Firefox. Any other ideas?
