I'm not sure if I'm putting this in the right place but here goes:

At the bottom of the text it says "for tying instructions please click here". When the user clicks I either want a pop-up of the instructions (which I have in JPG form) or I want a new page to open. I have NO clue how to do this . Can someone help me?
