Under product discription where it says Add: then the box says 0. I would like this to say 1 and I can not find where to change this value.

The products_info pages already default to 1
Do you have an URL to where you are having a problem with the quantity box?

No URL I am developing on a localhost. I have only one test product on the site. I have named this product potato. When I click on all products it says Add: then in the box it has 0. Image is attached.

You really don't want to do that. When you have more than one product in the category and the "add selected to cart" enabled, the cart would have one of everything in the cart.
If you did not want the Multiple Qty Add to Cart, but did want to have the Qty box and a separate, per Product Add to Cart button ...
You can configure this in the Configuration ... Products Listing ...
Set to 2
Set to 0Display Product Add to Cart Button (0=off; 1=on; 2=on with Qty Box per Product)
NOTE: this is only available as of Zen Cart v1.3.5 ...Display Multiple Products Qty Box Status and Set Button Location
Do you want to display Add Multiple Products Qty Box and Set Button Location?
0= off
1= Top
2= Bottom
3= Both

I see what you are saying. After I have more products in the catalog and they are all set to 0 then if someone wants to purchase one product they either add 1 or what ever and then click on the add to cart and that item or items checked are added to cart. I guess I would have seen that if I had added more than one test product to the list. Thanks for your help!
