Payment Zone not Working

I have COD set up as a payment, but I only want MN customers to have this option.

I have a MN zone set up for Tax already use I changed the Payment Zone to MN for COD.

This makes COD not avaible for anyone

I ahve tried reloadign the module and also tried it on other payment modules with the same result.

What am I doing wrong?

www.roxysdaycaresupplies.com is the site and right now I have the payment zone set to none so it works.

Check the details on your Zone and make sure you have set the right state on it ...
