I have set up my site as normal to pay by paypal and it seems to work fine, but can you also set up the shopping cart so that you can place an order and it doesnt go through payment procedure BUT the order is placed so the user can then send a cheque or postal order??

There are a couple of contributions that do this. One of them is "Invoice."

Contribs allow you to narrow the number of people who see this as an option. Didn't know if that was a requirement for the OP.
