Simple 10% + $2.00 for shipment costs

Hello, ZenAccount Gurus

What is the best way to charge for shipping like this:

Orders under $100=

10% + $2.00 for shipment

Orders over $100 =

Just 10%



I'm not familiar w/ shipping modules and processes, so ALL help would be greatly appreciated!
