Can not progress past Step 3 Order Confirmation

My customers can not get past step 3 order confirmation.
I have tried it after thinking they were not buying at first.
Instead they go to a URL that ends with /index.php?main_page=checkout_process which is a blank page.
I am on zen-cart 1.3.2
There is no error.
If I knew what files that the next step needed I could check them.
I made a change to checkout_confirmation.php but restored the file.
My site was working.
I have a copy of the website that I make changes to on my computer.
I don't see any changes to files other then define pages

How did you install Zen Cart? Does the file exist on your server?

Zen-cart was installed by the hosting company.
There is no /cart subdirectory if that is what you are asking.
I installed zen-cart using xampp on my laptop.
I have looked at the files that were changed and I don't think that is it. I deleted some files that I copied in error to hte wrong location. I think that might be it. But I don't know which file. FTP client log are not long enough to see the deletes.
