Preventing Saved Carts in 1.3.5 - how?

There used to be a way to prevent saved carts (turn off permanent carts) in 1.2.7d

However, it looks like 1.3.5 is very different, and I'm hoping that there will still be some way to disable permanent carts.

I need the active items to stay active, but if a cart times out or if the user logs out, then their cart is cleared.

Would anyone know how to do this?

BTW, for future ZC, would be nice to be able to toggle this in admin
